Navy Body Fat vs DEXA: What a Tape Measure Can and Cannot Claim

A tape around the neck and abdomen produces a percentage that looks like a lab result. It is a logarithm of circumferences, parameterized decades ago for a military screening job. DEXA is a different machine. Bioimpedance is a third. BMI is a fourth, and it is not body fat at all.

What the Navy equation is looking at
The Hodgdon–Beckett approach estimates percent fat from height and circumferences. For men, the usual pair is neck and abdomen (at the teaching landmark). For women, hip enters as well. The published forms use logs; small tape errors become percentage points.
DevOkk’s male default - 70 in height, 16 in neck, 33 in abdomen - prints about 13.36%. That is a worked example of the equation, not a claim about a specific sailor. Move the abdomen tape an inch and the number moves. That sensitivity is why “Navy method” in a locker room is an argument about tape placement as much as about fat.
The method was built to be cheap and repeatable enough for screening, not to match a four-compartment lab model.
What DEXA actually measures
Dual-energy X-ray absorptiometry estimates bone mineral, fat, and lean from how two X-ray energies attenuate. It has its own error bars, clothing rules, and hydration effects. It is still not a chemical analysis of a cadaver. It is a better composition tool than a neck tape for most clinical and research jobs, and it is a medical device appointment, not a JavaScript function.
A consumer article that says “DEXA is truth, Navy is a lie” oversells DEXA. A consumer article that says “Navy is as good as DEXA” is false. DevOkk will not pretend the tape is a scan.

Bioimpedance scales are another guess
Bathroom scales that send a current through the feet estimate body water and then invent a fat percentage from a proprietary model. They move with a salty meal and a workout. They will not match Navy or DEXA. If you track one device, track that device’s trend. Do not “calibrate” it weekly against the Navy calculator and then accuse JavaScript of drift.
How to take the tape so the logarithm is not noise
For the male abdomen landmark used in teaching Navy math, the tape sits at the specified abdominal site - not the belt line of the jeans you like, and not the inflated gym pose. Exhale normally; do not suck in to “beat” a percentage. Neck is just below the larynx, tape perpendicular, not cinched like a tourniquet.
Female equations add hip at the largest protrusion of the buttocks in the usual teaching form. Waist versus abdomen naming differs in locker-room English; follow the field labels on the DevOkk form, not a TikTok.
Measure twice. A 1 cm abdomen change is not a DEXA change. If your weekly Navy number swings 3 points and your clothes did not, you moved the tape. Record the same time of day. Edema after a salty meal is circumference, not a character flaw. Write the landmarks down so next week’s tape is the same protocol, not a new guess.
Army tape versus Navy page
The Army body-fat page on DevOkk uses Hodgdon–Beckett-style math in the context of how AR 600-9 talks about circumference. It is educational. It is not:
- A certified tape administrator
- A substitute for the current official regulation, which can change
- A medical profile
- A way to contest a real tape you already failed
If you are subject to a service regulation, use the official process. A public website cannot be your packet. If you are not, do not role-play a tape test on a roommate. Circumferences are intimate even when the equation is public.
Where circumference methods fail loudly
- Tape height: abdomen at the navel versus the narrowest waist versus the largest bulge - pick the landmark the formula expects, not the jeans size.
- Neck: a few millimetres of slack or a flexed neck changes the log term.
- Hypertrophy: a large neck from training can look “leaner” in the equation without a DEXA change in the same direction.
- Pregnancy, edema, and ascites: extra circumference is not “Navy fat.” Do not use these pages as obstetric or heart-failure tools.
- Children: adult equations.
Lean-mass regressions (Boer, James, Hume) fail in different ways: they never saw your neck. They only saw height, weight, and sex in an old sample. A muscular person and a high-fat person at the same BMI can get similar LBM guesses. That is why LBM calculators are “see the spread,” not DEXA.
ACE charts and “essential fat” are another pamphlet
Consumer articles quote American Council on Exercise category tables (essential, athletic, fitness, average, obese) as if they were SI. Those bands are teaching ranges for general audiences. They are not Hodgdon–Beckett, not DEXA cutoffs, and not diagnostic criteria. Do not mix an ACE “athletic” label with a Navy 13.36% default and a BMI 22 and call it triangulation.
Skinfold calipers are a fifth method with their own equations (Jackson–Pollock and friends). DevOkk does not ship a caliper protocol. A 3-site skinfold will not match Navy. That is expected.
BMI still cannot do this job
BMI 25 and Navy 12% can coexist in a strength athlete. BMI 23 and a high waist can coexist with metabolic disease. If the question is composition, start with a method that at least uses circumferences or a scan. If the question is a population screening ratio, use BMI and keep the diagnosis warning.
Do not average BMI “implied fat” with Navy percent. They are not the same quantity.
Why two tapes on the same morning disagree
One person measures. Then a second person measures. Navy percentages often differ. That is not proof the equation is random; it is proof circumference is operator-dependent. Military official tapes have rules, witnesses, and averaging procedures this website does not implement. Recreational use should expect ± a few points of operator noise and stop treating the third decimal as identity.
Hydration changes neck and waist slightly. A weigh-in morning and a Saturday night are not the same abdomen. If you are comparing Navy to a DEXA booked after a water cut, you stacked two sports-nutrition tricks on two different machines.
Eating disorders and weaponized percentages
A body-fat percentage is not a diagnosis of anorexia, bulimia, or OSFED. It is not a green light to restrict. It is not a team weigh-in policy you should scrape from a blog. Coaches who require a Navy number as a moral grade are using the wrong instrument.
If measuring is compulsive, skip the tool. That is a clinical problem, not a UX problem.
Lean mass equations never saw the tape
Boer, James, and Hume estimate lean mass from height, weight, and sex. They will not notice that your neck grew from deadlifts. They will not notice a large waist. At a fixed BMI they produce a plausible kilogram of “lean” that can be high or low versus DEXA. Use Lean Body Mass Calculator to see those three disagree, the same way IBW formulas disagree. Then stop averaging them with Navy percent × mass as if that were a fourth compartment model.

Does a body-fat percentage diagnose an eating disorder?
No. Neither a tape nor a DEXA is that diagnosis. Do not use a low or high percentage as a dare or a verdict. Talk to a clinician.
